Scientific and Production Centre for Preventive Medicine

eeeeeScientific and Production Centre for Preventive Medicine is the successor to the first Kyrgyz medical research institute of our state.
eeeeeThis scientific institution has worked on the most important problems of preventive medicine concerning communicable and non-communicable diseases including educational activity for 80 years now.

eeeee In the present-day conditions attention is given to new problems of public health to address modernization of the system of epidemiologic surveillance and prevention of communicable diseases and the impact of environmental and hygienic factors on the health of the population.

History of the creation of the institute

eeeeeBy the Resolution of the Central Committee of Communist Party of Bolsheviks and the Soviet of People’s Commissars and Order No.761 of the People's Commissariat of Health of 9 December 1937 the Institute of Epidemiology and Microbiology was organized in the city of Frunze (1938).
eeeeeElbert B.Ya., a distinguished scientist, doctor of medicine, was appointed director of the institute (1938-1945). Subsequently he was awarded titles Honored Worker of Science of the Kirghiz Republic (1942) and Laureate of the State Prize of the USSR (1946).
eeeeeThe institute was renamed in the further years:
eeeee- 1941 – Kyrgyz Research Institute of Epidemiology and Microbiology (Decree of the People’s Commissars of the Kirghiz Soviet Socialist Republic (KSSR), No.427, 26 May 1941)
eeeee- 1952 – Kyrgyz Research Institute of Epidemiology and Microbiology and Hygiene
eeeee- 1988 – Kyrgyz Research Institute of Ecology and Prevention of Infectious Diseases (Decree of the Council of Ministers of the KSSR No.41, 6 January 1988).
eeeee- 1991 – Kyrgyz Research Institute of Prevention and Medical Ecology (Decree of the Council of Ministers the KSSR No.322, 1 July 1991)
eeeee- 2000 – Scientific and Production Centre for Preventive Medicine (Decree of the Government of the Kyrgyz Republic No.491, 14 August 2000).
eeeeeAcross years the institute was headed by: Proreshnaya T.L. (1946-1952), Perelygin V.M. (1953-1972), Jumaliev N. (1973-1987), Komarov G.A. (1988-1990), Turgunbaev O.T. (1991-1994), Khamzamulin R.O. (1995-1998), Abdyldaev T.T. (1998-2000).
eeeeeFrom 2000 to present the director of this research institution is doctor of medicine, professor, academic of the Russian Academy of Natural History, Laureate of the State Prize of KR in science and technology Kasymov O.T.

80 years of guarding the health of the people of the Kyrgyz Republic

eeeeeIn the prewar and war years, the Institute's efforts were directed at intensive training of epidemiologists, bacteriologists, laboratory technicians and other specialists for operation of the sanitary-epidemiological service. Simultaneously, the production of serum-vaccine preparations was arranged. Up to 22 types of immunobiological preparations amounting to one million doses were put on release, meeting fully the needs of the Soviet Army and the civilian population of Kyrgyzstan. The country was actively addressing regional infectious and parasitic disease epidemiologic problems as well as sanitation of settlements and improvement of living conditions of people.
eeeeeThe Institute’s many years researches on infectology and prevention contributed to elimination of many infections in the country (plague, cholera, smallpox, hookworm, etc.). The recognition of achievement is the issuance of a WHO Regional Office for Europe Certificate of the Kyrgyz Republic having become free of poliomyelitis (2002) and malaria (2016). Moreover, compared to the pre-vaccination level, measles, diphtheria, and hepatitis B significantly decreased in the country to sporadic cases. We owe these achievements to several generations of scientists of epidemiologists-infectionists of the Institute (Naumov K.G., Aminova M.G., Evdoshenko V.G., Gontar N.A., Karas F.R., Tynalyeva T.A., Usmanov R.K., Alymbaeva D.B., Ankudinova L.A., Dzhumalieva G.A., Suranbaeva G.S., etc.).
eeeeeScientific workers conducted fruitful research on the most important problems of health impacts of the environment and working conditions. Their many years’ researches on plant dust, biogeochemical provinces of antimony and mercury, biolact, climate, etc. have been recognized by hygienists of the near and far abroad, highly assessed by EURO (Shpirt M.B., Popov Yu.P., Manuylenko Yu.I., Zotova A.B., Sydykov A.T., Abdashimov K.A. , Subbotin V.V., Kobzar V.N., Sharshenova A.A., Atambaeva R.M., Borsokbaeva S.S., Kasymova R.O., Kuldanbaev N.K., Ten E.E., Shakhmatova A.K., etc.).
eeeeeOver 80 years, 200 dissertations, including 41 doctoral theses, have been defended in this scientific institution. Its scientific workers have published more than 4,500 works in high-impact factor scientific publications of CIS and foreign countries, more than 55 monographs and 50 collections of works have been produced. Scientific results of researchers of the Institute were reported at international conferences (Armenia, China, England, Finland, France, Germany, Italy, Japan, Kazakhstan, Malaysia, Mexico, Norway, Russia, Slovenia, Sweden, Switzerland, South Korea, Ukraine, USA, Uzbekistan, etc.).
eeeeeMany scientific results have been introduced into the healthcare practice in the form of orders, instructive and methodological recommendations (more than 200) and rationalization proposals (more than 250). 11 patents for inventions and 27 copyright certificates registered in the State Register were received.
eeeeeOur scientific institution is a leading one in the development of normative and legal documents on vital sanitary-epidemiologic aspects of the population and territories of the country:

eeeee- Laws of the Kyrgyz Republic “On drinking water” (No.33, 25.03.1999), “On radiation safety of the population of KR” (No.58, 17.06.1999), etc.
eeeee- technical regulations put into effect by the Decree of the Government of KR “On safety of bottled natural mineral, natural drinking and table waters” (No.139, 06.04.2011), “On safety of drinking water” (No.34, 30.05.2011), incl. EAEC TR “On safety of bottled water” and EAEU TR “On safety of packed drinking water, including mineral water” (2017).
eeeeeRecently achievements of the Scientific and Production Centre for Preventive Medicine were marked with the award of Kyrgyz Republic Government Prize on Quality (Decree of the Gov. KR No.515,  22.07.2015).

Main areas of activity

eeeeeThe goal is conducting scientific research, education and production activity in medical areas on public health issues.
eeeee- development, scientific basis and monitoring of health indicators of the population and the state of the environment, including the identification of problematic situations, taking into account cause-effect relationships and risk factors;
eeeee- assessment of the health of the population of KR, taking into account socio-economic and environmental characteristics of the regions, to develop and adopt scientifically-based measures to prevent the infectious and non-infectious diseases of the population;
eeeee- scientific and practical modeling, forecasting and creation of GIS on epidemiological and hygienic conditions in the territory of the Kyrgyz Republic in order to increase the effectiveness of the preventive measures being developed;
eeeee- planning of research and development in priority areas of public health;
eeeee- control of quality of laboratory studies in health care, of the use of therapeutic and diagnostic immunobiological preparations

International cooperation

eeeeeThe multi-vector activity of the scientific institution for the solution of public health problems is expressed in innovative projects in the framework of international cooperation on the epidemiology and diagnosis of infectious diseases with CDC (USA), the laboratory for respiratory and systemic infections (England), Environmental Institute (Finland), the International Federation of Infectious Control, City Hope International; GFATM and the German Development Bank KFW by the TWINCORE research center (experimental and clinical studies on infectious diseases), the Hanover Medical University (Germany), I.I.Mechnikov Research Institute of Sera and Vaccines (RF), Vyshelessky Institute of Experimental Veterinary Studies (NAS of Belarus), on hospital infection and medical waste management (GEF/UNDP), on environment and health of the population of KR within scientific programmes: INTAS (Ireland, Belgium, Russia);  SCOPES (Switzerland, University of Lausanne), NATO «Science for peace» (France, Uzbekistan), health and climate (WHO/UNDP), Syke (Finland), SIDA (Sweden), UNEP.
eeeeeCollaboration is underway in educational programmes on public health with UNDP, WHO, AMSZ (USA) as well as universities and institutes in Europe, America, CIS, Asia, etc..


eeeeeToday, the traditions of the scientific institution laid by the first director, Elbert B.Ya., are unshakable in the formation of professionalism, broad erudition, unusual diligence, responsibility, and the main thing is the devotion of of its researchers to their scientific endeavors throughout the Soviet era and in the present sovereignty. The past years all include both the glorious history, and the bright present, and a strong certainty of the demand for future national medical science. Modern conditions for ensuring the sanitary and epidemiological welfare of the state require the establishment of the National Institute of Public Health.
